AI Chatbots Deliver ‘Unreliable and Biased’ Voting Advice, States Netherlands Regulator

AI chatbots are proving to be “unreliable and clearly biased” when providing election recommendations, the Dutch data protection authority (AP) has reported, issuing warnings about a potential threat to democracy just over a week before national elections.

Study Shows Consistent Bias in Chatbot Recommendations

The quartet of AI assistants tested by the authority “frequently recommend identical two parties”, regardless of the user’s question or command, the watchdog noted in a analysis released ahead of the late October vote.

For over 50% of instances, the AI recommended either the right-wing PVV of Geert Wilders or the progressive GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.

Some parties, such as the moderate CDA, “are rarely ever cited”, despite the fact that the voter’s query precisely aligns with the positions of these parties, the study indicated.

Official Warns Against Relying on AI Assistants for Voting Guidance

The vice-chair of the data protection agency, Monique Verdier, commented that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a political group that might not correspond to their political views, she emphasized.

“This immediately affects a fundamental pillar of democracy: the integrity of free and fair elections,” said Verdier. “We therefore warn against using AI chatbots for voting advice, as their functioning is opaque and hard to confirm.”

Voting Background and Political Landscape

Netherlands citizens vote on 29 October in an election that will be closely watched across the continent for the showing of the PVV.

The far-right party of Wilders is ahead in surveys but the lead over the GroenLinks-PvdA and CDA seems to be closing, with numerous electors yet to make up their minds.

Every significant political faction have rejected a coalition with the Freedom party, meaning the runner-up party is most likely to provide the next prime minister.

Inadvertent Prejudice Attributed to AI Operation

The authority stressed that the AI systems were not intentionally prejudiced, and that their “identified shortcomings” are a result of the manner in which AI assistants function.
